Philippines DOLE clarifies 13th month pay for project hires

Project-based and fixed-term employees with at least one month of service qualify pro-rata.

The pro-rata calculation is mechanical: total basic salary earned in the calendar year divided by 12. The clarification removes the gray zone around very short project hires that some companies were treating as exempt.

Operational fix: add the 13th month line item to your project budgeting template. The miss usually happens not in payroll but in the original SOW pricing.
